The whole city sits inside an airfield notification area
Every parcel in Los Alamitos falls within the FAA’s FAR Part 77 notification area for Joint Forces Training Base Los Alamitos. That sounds like it should constrain everything. For ordinary commercial development it constrains almost nothing — and knowing exactly where the line falls is worth more than a vague warning.

There is no overlap. Zoning caps main structures at 3 stories or 40 feet by right, rising to 60 feet with a conditional use permit. The airfield’s lowest imaginary surface starts at 88 feet. Even a CUP-approved five-storey building sits 28 feet below the point where the base begins to matter. If someone tells you the airfield is why your project is height-constrained, they have not read the development standards table.
Where the airfield genuinely governs
Noise, and specifically anything residential. Inside the 60 dB CNEL contour residential use is treated as normally consistent but requires sound attenuation to an interior level not exceeding 45 dB. Inside the 65 dB CNEL contour, new residential construction is prohibited outright.
A purely commercial building is untouched by either. But any owner contemplating a mixed-use conversion needs to establish which contour the parcel sits in before anything else in the pro forma. That single line decides whether the residential component is legal at all — not how expensive it is, whether it exists.
The ALUC calendar
Projects penetrating Part 77 imaginary surfaces require FAA Form 7460-1. Airport Land Use Commission referral applies to structures above 200 feet and to new housing sites in the planning area. The Commission’s rhythm is fixed and worth building into a schedule: complete submittals by the first of each month, heard at the third Thursday meeting. Miss the first by a day and you have lost a month, not a week.
Three zones, and the grocery line
Los Alamitos runs a far simpler structure than its coastal neighbours — three zones rather than six districts.
- C-G — General Commercial. The broad retail zone: retail sales, business, dining, personal and professional services.
- C-O — Commercial-Professional Office. Administrative and professional offices, retail commercial uses, restaurants.
- P-L-I — Planned Light Industrial. Manufacturing, R&D and light industrial, plus indoor commercial recreation.
C-O reads like a retail zone — its own purpose statement lists “retail commercial uses, restaurants” — but the use table is stricter than the label suggests.

Grocery is permitted in C-G and nowhere else — dashes in both other zones, not conditional approval. Convenience stores drop to conditional in C-O and P-L-I, and any convenience store with alcohol requires a CUP regardless of zone. Restaurants serving alcohol are conditional in all three zones; there is no as-of-right path for alcohol anywhere in the city.
*Personal services in P-L-I are permitted only as incidental to an allowed industrial use. A standalone salon does not qualify.
Three streets where the industrial zone becomes retail
The most useful line in the whole use table is a footnote. General retail in P-L-I is marked “P / CUP”, and the specific-use column explains the split: permitted for storefronts on Katella Avenue, Los Alamitos Boulevard and Cerritos Avenue, conditional everywhere else in the zone.
That is a corridor rule hiding inside an industrial designation. A retail tenant looking at a P-L-I address on one of those three streets has an as-of-right path. The identical use one block off them does not. Anyone screening Los Alamitos industrial space for retail conversion should check the street name before the zone letter.
The parking lever a tenant actually controls

The denominator is what matters. Los Alamitos measures restaurant parking against customer seating area, not building area — and applies that basis to limited service as well as full service. A 2,000 sq ft restaurant with 1,200 sq ft of seating parks at 16 stalls; push more of the plan into kitchen, storage or counter service and the requirement falls with it. That is a lever the tenant controls at design stage, and it does not exist under a gross-floor-area rule.
Retail runs the other way. At 1 per 250, Los Alamitos is stricter on shops than most of its neighbours. This is an easier city for a restaurant than for a large-format store.
