Jurupa Valley’s rooftops are arriving faster than its shop space. The City of Jurupa Valley tracks every major project on its Major Development Activity Map. Read project by project, that map shows 5,947 homes that are entitled or under construction and not yet lived in, against 215,003 square feet of retail that is entitled or under construction where the City states a size. This post walks through both pipelines and what they mean if you are deciding where to open a store, a restaurant or a service business.
If you are looking for space now, our Jurupa Valley retail space for lease page lists what is available at Limonite Plaza and Valley Square today.
What is being built: the rooftops
For a neighborhood retailer, the residential pipeline matters more than the retail pipeline, because it is the customer base. Across 17 residential projects on the City’s map, 5,947 homes are either entitled or under construction and not yet occupied. Jurupa Valley has 28,053 households today, according to the US Census Bureau, so that pipeline is roughly a 21% increase in households, and none of it shows up in any population figure published so far.
Residential pipeline, largest projects
| Project | Homes | Detail from the City | Status |
|---|---|---|---|
| Rio Vista Specific Plan | 1,697 | About 917 acres, multiple planning areas, parks, a potential K-8 school site and about 53 acres of open space | Entitlements approved |
| Vernola Ranch Specific Plan | 1,576 | 153 acres, 20 planning areas, recreation and a potential school site. Includes the 604 condominiums planned in Planning Area 17, in two phases of 230 and 374 units | Entitlements approved |
| The District at Jurupa Valley Specific Plan | 1,192 | About 243 acres south of SR-60, with up to 3 million SF of commercial and industrial uses, a hotel and 11 acres of parks and open space | Entitlements approved |
| Emerald Ridge North and South | 399 | Two projects: 184 single-family homes to the north, and 97 single-family homes plus 118 townhomes to the south | Under construction |
| Wineville Marketplace | 232 | 33 acres at the southeast corner of Limonite Avenue and Wineville Avenue, alongside a 24,000 SF commercial center | Entitlements approved |
| Vernola Marketplace Condominiums | 208 | 8.3 acres of for-sale stacked flats and townhomes south of Limonite Avenue | Entitlements approved |
| Palm Communities | 182 | 8.25 acres of affordable multifamily housing, two to four bedrooms | Entitlements approved |
| Grace Vista Affordable Housing | 101 | 4.22 acres of family affordable housing on Mission Boulevard | Approved |
| Eight smaller projects | 360 | Canyon Terrace (80), Canterra (67), Serrano Oaks Townhomes (66), Sequanota Heights (48), Las Palmas Residences (36), Countryside Estates (31), Veterans Enriched Neighborhood (26), Via Verde Estates (6) | Entitled or under construction |
| Total, 17 projects | 5,947 | Entitled or under construction, not yet occupied |
What the total leaves out, on purpose:
- Paradise Knolls, a 650-unit plan on a former 109-acre golf course. The City lists it as partially constructed and does not say how many homes are already occupied, so it is not in the 5,947.
- Six projects still in review: The Regency senior community (88 units, pre-application), Armstrong Village (64), Heller 60 (60), La Rue Townhomes (59, on hold), Armstrong 57 (57) and a Mission Boulevard bungalow community of about 20 units. None has approval yet.
- Vernola Ranch Planning Area 17 is counted once, inside Vernola Ranch’s 1,576. The City says it does not change the plan’s unit count, so adding it separately would double count it.
Entitled is not the same as imminent
Rio Vista and Vernola Ranch together account for 3,273 of those homes, more than half the total. Both carry City entitlements, which removes the land-use risk but not the construction or financing risk. Entitled projects can and do stall. The City publishes status categories but no completion dates, so treat these two as approved rather than about to open.
What is being built: the retail
The retail pipeline is real but much smaller, and its makeup tells you more than its size.
Retail and commercial pipeline
| Project | Size | Program and tenants named by the City | Status |
|---|---|---|---|
| Van Buren Marketplace | 90,261 SF on 15.9 acres | Anchor market, full-service restaurant, two drive-throughs, fuel, convenience store, car wash and five retail buildings | Under construction |
| Mission Village Shopping Center | 74,835 SF on 10.1 acres | Seven buildings. Grocery Outlet, Planet Fitness, Dollar Tree, Starbucks, Quick Quack Car Wash and Wendy’s | Under construction, temporary occupancy |
| Shops at Bellegrave | 25,907 SF on about 3.16 acres | Major discount grocery, commercial and restaurant buildings and a drive-through. The City is considering a revision to the approved site plan | Entitlement approved |
| Wineville Marketplace | 24,000 SF | Four commercial pads with outdoor plazas, alongside 232 homes | Entitlements approved |
| Entitled or under construction | 215,003 SF | The four projects above | |
| The Shops at Jurupa Valley | About 231,100 SF | 20 buildings: grocery, fitness, office, a hotel or retail building, two sit-down and five drive-through restaurants, car wash, fuel and convenience | Constructed |
| De Anza Plaza Redevelopment | 88,374 SF plus a 2,000 SF drive-through pad | Former K-Mart converted to five suites. Harbor Freight, Five Below and Daiso | Constructed |
| Shopping Center in the District | About 36 acres, SF not stated | Ground-up neighborhood center with a major grocery anchor, shops, pads, restaurants, financial institutions and a car wash | Entitlements processing |
| Etiwanda Commercial Retail Center | About 18,000 SF on 0.75 acres | One main building with 16 suites plus a stand-alone drive-through | Processing entitlements |
| SEC Limonite Avenue and Beach Street | 8,263 SF and 3,300 SF | Convenience store with fuel and a car wash, plus a drive-through restaurant | Processing entitlements |
The City also lists smaller completed or partly built projects: a Tractor Supply center at Sierra Avenue and Armstrong Road with a Dutch Bros, a 7,381 SF AutoZone at Limonite Avenue and Corey Street, and a pad project with Panda Express and Jack in the Box.
Look at the tenants, not the square footage
Every retail tenant the City names in this pipeline is a chain: Grocery Outlet, Planet Fitness, Dollar Tree, Starbucks, Wendy’s, Quick Quack, Harbor Freight, Five Below, Daiso, Tractor Supply, Dutch Bros, Panda Express, Jack in the Box and AutoZone. They are taking large-format boxes and drive-through pads.
Most of that does not compete directly for a small inline suite. A barbershop, a carniceria, a dental practice, a phone repair shop or an urgent care was never choosing between a 1,126 SF unit on Limonite and a large-format pad. The overlap is in pad-level food and in traffic patterns, and both are worth factoring in, because a new center on the same corridor changes how people move through it.
There is one exception worth watching. The proposed Etiwanda Commercial Retail Center would add 16 small suites in about 18,000 SF. It is still processing entitlements, so it is not approved, but if it is built it would add exactly the kind of space small operators lease.
What this means for a small retailer
- Demand is coming before supply. Thousands of approved homes, and only four retail projects entitled or under construction.
- New supply is mostly big boxes and pads. Small inline space is not where the pipeline is growing.
- Approvals are not move-in dates. Plan around what is open and under construction, and treat the large specific plans as a longer horizon.
- Corridor matters. Several approved and proposed projects sit on Limonite Avenue, including Wineville Marketplace and the proposed center at Limonite and Beach Street.
