Signing a lease is the easy part. Making sure the City will let you open is the part that catches people out. This checklist covers who to call in Jurupa Valley, the two zones our centers sit in, and the three things to confirm before your lease commencement date. It is general orientation, not legal advice, and the City of Jurupa Valley Planning Division has the final word.
Who to call
The City of Jurupa Valley Planning Division works out of City Hall at 8930 Limonite Avenue. The Planning Counter is on (951) 332-6464. If your project already has an assigned case planner, the City asks that you contact that planner directly.
Call before you sign, not after. Tell Planning the address, the suite, and exactly what you will do there, including any outside display, seating or storage. A five-minute conversation now is cheaper than a lease you cannot use.
The two zones our centers sit in
| Center | Address | Zoning |
|---|---|---|
| Limonite Plaza | 9277 and 9265 Limonite Ave, Jurupa Valley, CA 92509 | C-P-S, Scenic Highway Commercial |
| Valley Square | 8254 Mission Blvd, Jurupa Valley, CA 92509 | C-1/C-P, General Commercial |
Both are commercial designations carried over from the Riverside County code when the city incorporated. Confirm with Planning whether your specific use needs a Conditional Use Permit (CUP). Medical office is the use that most often does, so dental and urgent care operators should ask early.
Three things to confirm before your lease commencement date
- Whether your use needs a discretionary approval, and whether it can be denied. City approval is a real step, not a formality. If your use needs a CUP, ask what the process involves and build it into your timeline.
- Whether outside storage or display pushes you into a CUP. This catches garden centers, tire displays, sidewalk racks and outdoor seating with merchandise. Ask Planning for the current threshold.
- Your Certificate of Occupancy timing. Business registration and occupancy clear on separate tracks, and the City publishes no permit timelines, so build contingency into your commencement date rather than assuming a schedule.
Why we do not publish code sections or thresholds
We deliberately leave out code section numbers and square-footage thresholds, because they change and a stale citation is worse than none. The right source is the Planning Division, in writing, for your address and your use. If you would like help framing the questions, call us at 909-317-0300 and we will walk it through with you.
Frequently asked questions
Does a restaurant need a Conditional Use Permit in Jurupa Valley?
It depends on the zone, the address and what you plan to do, such as alcohol sales, a drive-through or outdoor seating. Ask the Planning Division before you sign. If you are looking at the second-generation restaurant space at Limonite Plaza, which is zoned C-P-S, we can help you prepare the questions.
Can I open a medical or dental office in a retail center?
Often yes, but medical office is the use most likely to need a Conditional Use Permit in a commercial zone. Confirm with Planning early, before your lease commencement date, so the approval is part of your plan rather than a surprise.
How long does it take to get a Certificate of Occupancy?
The City does not publish permit timelines. Ask Planning and Building about your specific project, and build contingency into your lease commencement date rather than assuming a schedule.
Where can I find out what else is planned near a site?
The City’s Major Development Activity Map lists the projects it is tracking. We summarize it in What Is Being Built in Jurupa Valley: The 2026 Development Pipeline, and the Census side in Jurupa Valley Retail Trade Area: Census Data, Household Size and Weekday Workers.
